What is Universal Health Care?

You may have seen Michael Moore's movie "Sicko" that brought the concept of Universal Health Care to the public. Univeral Health Care is also known as a single payer system or socialized medicine. It is a health care system sponsored and administered by a single entity, usually the government of a state or country.
Single payer systems control health care costs by controlling the type and frequency of access that people have to services. Countries that use this type of health care include Canada and England. Medicare and Medicaid are single payer systems in the United States.
There have been recent news reports about how this concept really works.
